China Supports Ecotourism Outside Core Protected Zones: Why 'May Be Developed' Does Not Mean 'Open to Enter'

A joint national guideline supports regulated camping, hiking, sightseeing and study tourism within ecological conservation redlines but outside core protected zones, subject to planning, land-use control, forestry and grassland procedures, and safety. This article turns the policy into an access-verification checklist for birders.

The policy supports regulated ecotourism

The guideline supports camping, hiking, sightseeing, study travel and forest wellness within ecological conservation redlines but outside core protected zones, provided binding safeguards are met. Small visitor facilities, paths and boardwalks also remain subject to planning and forestry or grassland management.

'Outside the core zone' is only one spatial condition. It does not automatically open every surrounding forest, valley or wetland. Access still depends on the protected-area plan, notices, roads, seasonal rules, fire controls and on-site instructions.

Verify four layers before departure

Confirm the protected area's name and manager; check the published open zone, entrance and trail map; recheck reservations, transport, fire, weather and temporary closures; and obey barriers, signs and rangers on arrival. A green map polygon or online bird pin replaces none of these layers.

Private-car and group plans should state legal parking and pickup, latest return and a closure alternative. No driver, guide or local acquaintance can authorize entry into a core zone, patrol track or unopened forest.

Bird protection outranks the visitor experience

Even in a formal open zone, keep away from nests, roosts, feeding concentrations and monitoring equipment. Do not use playback, feed, clear vegetation or fly a drone. Retreat when birds remain alert, stop feeding or leave.

Use only protected-area or county-level locality in public text and strip exact coordinates. Delay records of breeding or protected birds. Access is a management decision that can change or be withdrawn, not a right to sensitive bird locations.
